William Jack

A member of the firm’s Government Contracts group, Will Jack represents clients at the Government Accountability Office, the U.S. Court of Federal Claims and before Boards of Contract Appeals. He represents defense contractors, as well as companies in the information technology, construction, health care and real estate industries, and numerous other industries that do business with the government.

Will has also conducted internal investigations on contractor compliance with the Federal Acquisition Regulation, performed risk assessments for product liability issues associated with government-funded technologies, counseled contractors on intellectual property issues, and assisted clients with respect to small business issues. Will also prepares policies and procedures for ethics and compliance programs. Furthermore, he negotiates and drafts subcontracts, teaming agreements and technology transfer control plans, as well as defending contractors in qui tam suits and government investigations.

In addition, Will advises clients on a range of trade-related matters for government contractor clients, including advice pertaining to compliance with domestic preferences laws like the Buy American Act, Trade Agreements Act and the FTA Buy America Act, as well as FAR and agency regulations. Will assists contractors to navigate export control laws, including the International Traffic in Arms Regulations and Export Administration Regulations. He also assists companies with preparing voluntary disclosures before the DDTC, BIS and OFAC. Will works with clients to design and execute compliance programs and manuals, as well as assisting with the internal training of management and employees on export controls compliance. He also counsels companies with government contract and export controls issues associated with mergers and acquisitions, including CFIUS issues, notice and approval requirements and due diligence.
