Samantha Kinney

Samantha Kinney is a senior trade analyst with Georgetown Economic Services (GES). She focuses on U.S. trade remedy proceedings, with extensive experience handling antidumping duty (AD) and countervailing duty (CVD) matters.

Prior to joining private practice, Samantha served in the U.S. Department of Commerce as a supervisory international trade compliance analyst. Drawing on her extensive experience administering and enforcing U.S. trade laws, she supports clients through all phases of antidumping duty (AD) and countervailing duty (CVD) proceedings. During her tenure at the U.S. Department of Commerce, she led investigations and administrative reviews involving both market and non-market economy countries, conducted overseas verifications, analyzed questionnaire responses and financial data, calculated antidumping margins and subsidy rates, drafted decision memoranda, and briefed senior officials on complex legal and policy issues.
