Rebecca Porter advises leading defense, aerospace, and technology companies on a wide range of international trade compliance matters. In particular, she counsels clients on U.S. export controls, economic sanctions, antiboycott regulations, import compliance, and cross border due diligence, with particular depth in navigating the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC) programs.

Rebecca has extensive in-house experience managing global trade compliance programs for some of the world’s largest defense contractors. She is skilled at developing and implementing enterprise-wide compliance strategies, overseeing complex investigations and voluntary disclosures, preparing regulatory submissions to the Departments of State, Commerce, Treasury, and Homeland Security, as well as guiding companies through large scale compliance enhancements, risk assessments, and corrective action planning.

She is widely recognized for her ability to translate regulatory requirements into practical guidance for business leaders, program teams, engineers, and international partners. Her work includes coordinating due diligence for mergers and acquisitions, leading classification and licensing initiatives, developing annual risk mitigation plans, overseeing independent compliance audits, and advising on export control and sanctions related considerations for global operations.

Before entering private practice, Rebecca served in the Directorate of Defense Trade Controls (DDTC) at the U.S. Department of State, where she managed voluntary and directed disclosures, evaluated compliance programs, and oversaw major consent agreement obligations for large global manufacturers.
