The U.S. Court of International Trade challenged the Department of Commerce to provide more information on why it chose Thailand as a source for surrogate data regarding its calculation for tariffs on Chinese activated carbon. Chinese activated carbon producers believe the Philippines is a more suitable surrogate to Chinese exports than Thailand.
