Kelley Drye Announces Two New Trade Partners
Kathleen Cannon and Alan Luberda Elected Partner in the International Trade Group
Washington, DC – Kelley Drye has elected Kathleen Cannon and Alan Luberda to the firm’s partnership. Both attorneys practice in the International Trade & Customs practice group and both served the firm as Of Counsel prior to being elected Partner. Both Ms. Cannon and Mr. Luberda specialize in counseling industries and litigating matters under U.S. trade laws and international trade agreements.

Ms. Cannon relies on over 20 years of experience in international trade to assist domestic industries facing injury due to unfairly traded imports. Ms. Cannon’s practice includes representing agricultural and manufacturing industries in all types of trade actions, particularly antidumping and countervailing duty proceedings, before the Commerce Department, U.S. International Trade Commission, the U.S. Trade Representative, the World Trade Organization, and the federal courts of appeal.
Prior to joining the firm in 1984, Ms. Cannon was an associate at Stewart & Stewart. Ms. Cannon also served as a law clerk to The Honorable Donald K. Duvall, Administrative Law Judge of the U.S. International Trade Commission. Ms. Cannon earned a J.D. from the University of North Carolina at Chapel Hill, and a B.S., magna cum laude, from the University of Maryland. She is admitted to practice law in the District of Columbia.
Mr. Luberda counsels companies and trade associations on a variety of international trade matters including antidumping and countervailing duty law, other import and export regulations, and customs law. In over 18 years of practice, Mr. Luberda has represented the interest of his clients before the U.S. Commerce Department, the U.S. International Trade Commission, the U.S. Trade Representative, the U.S. Customs Service, the Department of Homeland Security, the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, Congress, and other federal courts and agencies. He represents a number of different industries including steel producers and steel products manufacturers, chemical producers, agricultural products companies, and manufacturing industries.
Before joining the firm in 1998, Mr. Luberda worked as an associate at Schagrin Associates. He holds a J.D. from Cornell Law School with a specialization in International Law and graduated Phi Beta Kappa with a B.A. degree from The George Washington University. Mr. Luberda is admitted to practice law in the District of Columbia.
