In particular, she noted how fraudulent companies can abuse a mechanism called Delivered Duty Paid, in which an overseas seller can underreport goods’ value or misclassify the import without the buyer ever knowing.

Carrie said that these shell companies are such a problem because they proliferate rapidly and appear to authorities as any other domestic business, making them hard to detect.”
