The court deemed the tariffs unlawful, but they only offered injunctive relief to specific parties, explicitly refusing to strike down the duties nationwide.

Brooke said that limited injunction makes it unclear what importers should do if they paid Section 122 duties. ​“I really hate to say ​‘wait and see’ because that’s not satisfying to anyone who’s trying to run a business on a day-to-day basis, but really, we need more information,” she said.
