Michael Coursey is a partner in the firm’s Washington, D.C. office. He focuses his practice on international trade and customs matters.
For 25 years, Mr. Coursey has specialized in international trade litigation involving a wide range of manufactured and farm-raised products (e.g., farmed Atlantic salmon; honey; fresh garlic; canned mushrooms; frozen shrimp; and fertilizers) that are imported from, or exported to, countries such as China, Chile, India, Indonesia, Mexico, Norway and Russia.
Mr. Coursey routinely appears before the major federal "trade" agencies, including the Office of the U.S. Trade Representative, Commerce Department, International Trade Commission, and Customs and Border Protection, and in appeals of their decisions to the Court of International Trade, and the Court of Appeals for the Federal Circuit.
Mr. Coursey also counsels and represents clients regarding the development of international trade policy by Congress and the Executive Branch agencies.
Mr. Coursey previously served as a deputy assistant secretary at the U.S. Commerce Department in the second term of the Reagan Administration. In this capacity, he headed the office responsible for conducting antidumping and countervailing duty investigations. In 1987, Mr. Coursey and his staff received Commerce’s highest service award, the Gold Medal, for their participation in the countervailing duty investigation of softwood lumber products from Canada. Mr. Coursey served as a law clerk for the late Andrew A. Caffrey, Chief Judge, U.S. District Court for the District of Massachusetts.Representative Experience
