On the heels of a year that yielded dozens of recalls of children’s products due to excessive lead content, the U.S. Environmental Protection Agency has issued a final rule requiring manufacturers (including importers) of lead-containing consumer products intended for use by children to report certain health and safety data to the Agency. The rule was promulgated under Section 8(d) of the Toxic Substances Control Act (“TSCA”) and becomes effective on February 28, 2008.
