The American Metal Market article titled “SMA, SSINA team to halt changes to New Source Review Process” discussed the united efforts between the electric furnace and specialty steel producers in the U.S. in opposition to a move by the Obama administration to change the New Source Review (NSR) process. Mr. Wittenborn acts as counsel to both the Steel Manufacturers Association (SMA) and the Specialty Steel Industry of North America (SSINA). "The lack of regulatory certainty and the presence of conflicting agency interpretations have made it difficult, if not impossible, for many facilities to determine whether their proposed changes would be considered major modifications," Wittenborn said. "While they remained somewhat subjective, the Aggregation Amendments provided an identifiable and understandable framework that provided necessary clarity to determinations about the interconnections of projects.”
