Partner Kathleen Cannon was quoted in a Bureau of National Affairs Daily Report for Executives article titled "DOC Implementation of WTO Zeroing Rulings Big Issue for U.S. Firms Using Dumping Law." The article discusses the Commerce Department's implementation of adverse World Trade Organization (WTO) decisions to reject “zeroing” in original investigations. Ms. Cannon identifies this decision as one of the biggest problems facing U.S. industries as they attempt to use the dumping laws. In comments made at a Georgetown University Law Center conference, Ms. Cannon explained that the change in Commerce's zeroing practice emphasizes the need for a meaningful targeted dumping practice but that targeting dumping cannot solve the zeroing problem.
