Partner Kathy Cannon spoke at the 2009 Georgetown University International Trade Update on a panel titled After Zeroing, Then What?” The panel discussed the ongoing debate about how the Commerce Department can and should administer antidumping laws without zeroing, given that in 2007 and 2008, World Trade Organization (WTO) rulings found that zeroing” (evaluating dumping by excluding negative dumping margins) is contrary to WTO rules.
