By now, we all know that President Bush signed the Honest Leadership and Open Government Act of 2007 (“HLOGA”) into law last September. What many of us don’t know is how to remain in compliance with these new rules and requirements. Given the expanded reach of HLOGA’s enhanced civil, and even criminal penalty provisions, recognizing compliance issues and developing a robust strategy is more important than ever.

Under HLOGA, among the many changes, lobbying reports now must be filed quarterly, rather than semiannually. With the April 20 Lobbying Disclosure Act reporting deadline only a few weeks away, it is increasingly important that any confusion about the new reporting process is avoided.
