In a Public Notice issued today, the Federal Communications Commissions (FCC) confirmed that the transition to the streamlined annual Section 43.62 International Traffic and Revenue report and Circuit Status report will not take effect in time for the 2013 report filings. This transition was announced in a January 15, 2013, Second Report and Order which has not yet taken effect.

For the annual Traffic and Revenue report and Circuit Status reports due in 2013, filers are directed to continue filing the annual Section 43.82 Circuit Status report and annual Section 43.61 International Traffic and Revenue report pursuant to the filing procedures and manuals currently in effect. The filing deadlines for these reports are April 1, 2013 and July 31, 2013, respectively.

One aspect of the January 15, 2013, Report and Order will likely still take effect in time for filings due in 2013. The Commission expects to implement the $5 million minimum reporting thresholds for international services resale traffic and international miscellaneous services in time for this year’s filings. Once the Office of Management and Budget approves the information collection activities associated with the new threshold, the Commission will issue a public notice announcing the effective date of the threshold rules.

The Commission will issue public notices when the remaining new filing requirements adopted in the Report and Order will take effect and the new Section 43.62 filing manual is available. The Commission fully expects the new rules will be fully effective in time for the 2014 International Traffic and Revenue report and Circuit Status report filings.
