# FCC Proposes Comprehensive Changes to the Federal Regulatory Framework Governing Pole Attachment Rates, Terms and Conditions

On November 20, 2007, the Federal Communications Commission released a *Notice of Proposed Rulemaking* (“NRPM”) seeking comment on a variety of issues relating to proposed comprehensive changes to the regulatory framework governing pole attachment rates, terms and conditions. The *NPRM* was adopted, in part, to respond to two separate petitions for rulemaking filed in late 2005, by the United States Telecom Association and Fibertech Networks. Comments are due 30 days after publication of the *NPRM* in the Federal Register, which has not yet occurred, and reply comments are due 60 days after the publication date.
