# How a Reformed Government Process can Help Save on Import Duties

Special counsel [Jennifer McCadney](/Our-People/Jennifer-E-McCadney) authored the *Flow Control* article ​“How a Reformed Government Process can Help Save on Import Duties.” The article notes that, for more than two decades, Congress engaged in a cumbersome and sometimes controversial process of compiling legislation that would temporarily reduce or eliminate tariffs on products that are not made in the U.S. This legislation was, and still is, known as the Miscellaneous Tariff Bill, or MTB. In 2016 Congress reformed the process and enacted a petition-driven procedure managed by the U.S. International Trade Commission (ITC), which has long had a central role in vetting MTB candidates. Jennifer discusses the implications of the act, especially as it relates to companies in the business of chemical processing and fluid management.
