- About
 
 Jean Chang’s practice focuses on counseling clients on economic sanctions and export controls, and other areas impacted by national security and foreign policy objectives such as AI, data security, tariffs, foreign trade agreements, supply chain planning, and foreign direct investment.

Jean has substantial experience guiding multinational companies on compliance with U.S. sanctions and export control regimes. Her work spans the full lifecycle of compliance: advising on OFAC and BIS requirements, designing risk-based trade compliance programs tailored to clients’ needs, developing training programs, and implementing remediation measures. She also helps companies prepare voluntary self-disclosures of potential violations and respond to subpoenas and government investigations.

Jean also has experience advising companies on complex questions around business activities involving China. Specifically, she counsels companies on practical approaches for due diligence and risk mitigation, scenario planning, technology transfers, and data security. She also assists companies with exploring options for tariff mitigation.
