Brooke represents U.S. manufacturers in international trade remedies litigation against unfairly traded foreign imports before the U.S. International Trade Commission and the U.S. Department of Commerce. By deeply understanding an industry, its members, and the market, Brooke excels at harnessing complex facts, legal issues, and data to obtain favorable results. Brooke also represents importers and exporters on the legal—and often highly technical—aspects of complying with the complicated rules for doing business across borders. When her clients draw the unwanted attention of regulators, Brooke guides them through disclosures, remediation, investigations, audits, and risk mitigation in a way that focuses on resolving matters with minimal cost and disruption. Prior to joining Kelley Drye, Brooke served as associate vice president at the Pharmaceutical Research and Manufacturers of America (PhRMA), where she led the association’s work on global intellectual property advocacy and supported trade policy issues. In addition, Brooke served as a special assistant attorney general for the District of Columbia, litigating and trying a wide range of civil matters on behalf of the District.
