# Partner Bill MacLeod Testifies before Senate on Reforming Consumer Protection at the FTC

[William C. MacLeod](/Our-People/William-C-MacLeod), Kelley Drye partner and chair of the firm’s Antirust and Competition practice, called for sunsets of orders and decrees, more guidance on advertising in new media, and consistency in consumer protection rules. He testified before the Senate Commerce Committee’s Subcommittee on Consumer Protection, Product Safety, Insurance, and Data Security on September 26. Part of the Congressional oversight of the FTC, the hearing concentrated on ​“FTC Stakeholder Perspectives: Reform Proposals to Improve Fairness, Innovation, and Consumer Welfare.”  
Bill, who previously served as Chair of the Section of Antitrust Law of the American Bar Association, spoke generally on the state of antitrust and consumer protection in the United States and conveyed recommendations from a Report issued by the Section of Antitrust Law’s Presidential Transition Task Force during his time as Chair.  
Bill spoke as one of four witnesses, including other stakeholders and former Commission officials, on improving the FTC’s handling of consumer protection cases and general process reforms. U.S. Sen. Jerry Moran (R-Kan.), chairman of the Subcommittee, convened the hearing.
