# News & Observer Quotes Special Counsel Wayne J. D’Angelo on North Carolina Fracking Company Win

Special Counsel [Wayne J. D’Angelo](/Our-People/Wayne-J-D-Angelo) was quoted in the *News & Observer* article ​“NC Fracking Panel Passes Chemical Disclosure Rule.” The article reports that hydraulic fracturing companies have won the right protect proprietary information about the hydraulic fracturing fluids they make use to develop natural gas resources in North Carolina. This chemical disclosure rule approved by the N.C. Mining and Energy Commission is controversial, but seeks to strike a balance between public disclosure of discharges and the protection of trade secrets.
