Partner [Wayne J. D’Angelo](/Our-People/Wayne-J-D-Angelo) was quoted in the *Law360* article ​“US-China Deal Ups Ante For EPA In Battle Over GHG Rules.” The article discusses President Obama’s new agreement with China to cut United States’ net greenhouse gas emissions by 26 to 28 percent below 2005 levels by 2025, and the reaction of newly empowered Senate Republicans. Despite the Republicans’ promise to redouble their oversight efforts, Mr. D’Angelo says that it is not clear there is much they can do to stop the administration. ​“The means by which the president is seemingly going to achieve these goals are all found within his existing regulatory authority,” he said. ​“I think the administration has inventoried its existing statutory authority and believes those will be sufficient to reach these goals.”
