Nixes Chinese Co.‘s Try For New Garlic-Duty Review.” The article discusses how the Federal Circuit issued a per curium affirmation of the U.S. Court of International Trade’s decision that Jinxiang Chengda Import & Export Co. Ltd. failed to present commercially reasonable sales of its peeled-garlic products during a shipper review. Mr. Coursey explained that this significant decision will help the Commerce Department ​“better manage a very difficult situation, which is the never-ending presentation of new shipper review requests by Chinese companies under agricultural dumping orders, many of which are bogus requests because the sales of contrived to achieve a finding a non-dumping.”
