Partners [David E. Frulla](/Our-People/David-E-Frulla) and [Paul C. Rosenthal](/Our-People/Paul-C-Rosenthal) were mentioned in the *Law360* article ​“FHWA Hastily Lifted Protection In Buy America Act, Union Says.” The article discusses how a labor union and a group of metal companies recently asked a DC federal judge to rule that the U.S. Federal Highway Administration illegally rushed the rulemaking process in a December 2012 change to the Buy America Act that lifted a restriction on iron and steel providers for federally funded road projects. Mr. Frulla and Mr. Rosenthal are noted as counsel for the union and metal companies.
