Partner [David Frulla](/Our-People/David-E-Frulla) and associate [Elizabeth Johnson](/Our-People/Elizabeth-C-Johnson) were mentioned in the *Law360* article ​“Quest Contract With VA Tossed For ​‘Irrational’ Pricing.” The article discusses how a U.S. Court of Federal Claims judge vacated a U.S. Department of Veterans Affairs contract with Quest Diagnostics Inc. for lab testing services, ruling that the VA did not make a ​“rational” evaluation of the price of Quest’s bid. Laboratory Corp. of America Holdings filed a post-award bid protest, arguing that the blanket purchase agreement award to Quest for laboratory testing and analysis services at five VA medical centers in upstate New York was prejudicial. Judge Thomas C. Wheeler agreed, granting LabCorp’s motion for judgment on the administrative record and enjoining the VA from proceeding with the contract it awarded to Quest. Mr. Frulla and Ms. Johnson, are counsel for LabCorp.
