# Law360 Lists International Trade Partners as Counsel to Calgon and Cabot

Partners [R. Alan Luberda](/Our-People/R-Alan-Luberda) and [John M. Herrmann](/Our-People/John-M-Herrmann-II) were mentioned in the Law360 article ​“Commerce Alters Chinese Activated Carbon Dumping Margins.” The U.S. Department of Commerce has rejected calls to switch from Thailand to the Philippines to act as a market economy surrogate in its seventh administrative review of certain activated carbon from China, but has changed certain dumping margins established in its preliminary results. The article notes that Commerce agreed with petitioners, Calgon Carbon Corp. and Cabot Norit Americas Inc., saying the department continued to find Thailand to be the appropriate surrogate country. Calgon and Cabot are represented by Mr. Luberda and Mr. Herrmann.
