Partner [Wayne D’Angelo](/Our-People/Wayne-J-D-Angelo) was quoted in a *Law360* article discussing U.S. District Judge James Cain Jr.’s motion to grant several states’ motion to block the White House’s efforts to increase the government’s cost estimates resulting from greenhouse gas pollution. In his ruling, Judge Cain found that the states are likely to prevail on the merits of their complaint.

“They’ll have to do more things that look like rulemaking analyses, and do more things like notice and comment when promulgating a social cost of GHGs,” D’Angelo said. ​“They’ll have to provide a docket like they do in every other rule, and allow people to look at the docket and understand the reasons why they made their decisions, on a much more granular level than they’ve allowed so far.”
