# *InsideEPA* Quotes Special Counsel Joseph Green on Toxic Substances Control Act Rulemaking

Special Counsel [Joseph Green ](/Our-People/Joseph-J-Green)was the feature quote in the *InsideEPA* article ​“EPA, Industry Spar Over ​‘Consensus’ Need For TSCA Burden Reduction Rule.” Joe recently was appointed as an industry representative on an EPA Negotiated Rulemaking Committee to revise certain TSCA reporting requirements. In challenging the assertion by EPA and environmental group representatives that the Committee must achieve consensus before proceeding with a rule, the article quotes Joe: ​“The mandate is for EPA to enter into negotiated rulemaking and to develop a proposed rule and issue a final rule from such negotiated rulemaking. It doesn’t say anything about achieving consensus during the negotiations.”
