# Gloucester Times Quotes Partner David E. Frulla on NOAA Bycatch Programs

Partner David E. Frulla was quoted in the *Gloucester Times* article entitled, ​“Fed Court Raps NOAA on Bycatch Programs.” The article discussed a federal appeals court’s decision to order the National Oceanic and Atmospheric Administration (NOAA) to quantify bycatch in the Northeastern Atlantic fisheries and play a more active role in observing the work of commercial fishermen in designated regions. Mr. Frulla gave his insight, stating that, ​“NOAA needs to confront the observer issue head-on, and devise a solution that balances the need for good information with economic reality.”
