JULIA A. KUELZOW Associate
Julia Kuelzow is an associate in the firm’s International Trade practice where she assists senior attorneys in a range of international trade matters, including trade remedy counseling (antidumping and countervailing duties), customs, and export control and sanctions matters.

Julia’s trade remedy practice involves assisting domestic industry clients in antidumping and countervailing duty cases before the U.S. Department of Commerce, the U.S. International Trade Commission (ITC), and the U.S. Court of International Trade.  Julia’s export controls and sanctions experience includes advising clients on compliance with the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and sanctions administered by the Office of Foreign Assets Control (OFAC).

Prior to joining Kelley Drye, Julia was a Federal Judicial Law Clerk to the Hon. Claire R. Kelly at the U.S. Court of International Trade.  Julia advised Judge Kelly on a range of trade and customs matters within the Court’s jurisdiction, such as constitutional challenges to executive action, antidumping and countervailing duty determinations, penalty actions, and customs classification decisions.  She also assisted Judge Kelly when she sat by designation at the U.S. Court of Appeals for the Second Circuit.

Prior to clerking, Julia worked on World Trade Organization (WTO) matters at her previous law firm and as a Junior Dispute Settlement Lawyer at the WTO in Geneva, Switzerland.  Julia focused on state-to-state dispute resolution, including matters related to antidumping and countervailing duty measures, customs valuation, aerospace, and pharmaceuticals.  Julia also has extensive experience on various health technology-related trade matters from work at various non-governmental and international organizations like the World Health Organization.
