DEVON E. WINKLES Senior Associate

Devon Winkles is a senior associate in the firm’s Washington, D.C. office. She represents clients in a variety of matters relating to advertising and marketing, food and drug law, privacy and security, and other consumer protection issues.

Devon's experience includes advising clients on advertising claim substantiation, product labeling and packaging, and various other questions relating to advertising, marketing, endorsements, social media, promotions, product quality and safety, and collection and use of consumer information. She has worked with clients’ legal, marketing, and research teams to develop advertising claims for new products and products under consideration, and to comply with new regulatory requirements. She regularly applies U.S. Food and Drug Administration (FDA), Federal Trade Commission (FTC), and National Advertising Division (NAD) standards and guidance to assess risks and opportunities for her clients. Devon aims to deeply understand her clients’ products and industries in order to provide creative, practical solutions.

Beyond counseling, Devon has helped clients navigate investigations brought by the FTC and state attorneys general and represented advertisers and challengers in self-regulatory proceedings before the NAD. She also has experience with consumer class action litigation. She defended a leading chemical manufacturer in multi-district class action litigation against allegations of price fixing, through trial, and has represented pro bono clients before the D.C. Circuit Court of Appeals, D.C. Superior Court, U.S. Court of Federal Claims, and D.C. Office of Administrative Hearings.

Previously, Devon worked on regulatory and litigation matters, including matters relating to advertising, food and drug regulation, and international trade, as an associate at a global law firm. Before entering private practice, she clerked for the Honorable James P. Jones in the U.S. District Court for the Western District of Virginia.
