FCC Releases Network Neutrality NPRM

On October 22, 2009, the Federal Communications Commission released a notice of proposed rulemaking (NPRM), and requested comments on six proposed network neutrality rules and a number of topics relating to the challenge of preserving a free and open” Internet. As expected, the FCC proposes to codify the four principles from the Commission’s 2005 Internet Policy Statement, and adopt two new principles: nondiscrimination and transparency. Additionally, the FCC requests comments on how the rules should be applied to non-wireline broadband Internet access service providers, including mobile wireless and satellite broadband service providers.
