The article discussed the American Recovery and Reinvestment Act, better known as the stimulus bill. Recently Congress passed the $787 billion in ARRA funds, the purpose being to create jobs, strengthen the economy, and restore our environment. The article highlighted that while the fishing industry stands to benefit from coastal restoration projects, none of the stimulus funds are directly targeted for job creation or strengthening or improving the fishing industry. Of NOAA’s $830 million in stimulus funds, $0 is targeted for the fishing industry. NOAA/NMFS will retain the vast majority of the funds — the lone exception being a $167 million grant program for marine and coastal habitat restoration. The article suggested that "the message sent from the federal government is that in the midst of the worst economic downturn our country has seen in over 50 years, the fishing industry is not a top priority."
