Senior Advisor Lee Terry wrote a white paper titled "Sustainability With Out Politics: How the NERO Act Can Energize the Nuclear Regulatory Commission" which appeared in the Notre Dame Law School Journal of Legislation, Vol. 39 2012-13, Number 1. This paper provides background information about how the Nuclear Regulatory Commission (NRC) operates, its traditional practices, and how the Commission deviated from its established norms under the leadership of Gregory Jaczko. It further outlines then-Congressman Terry’s proposed legislation, the NERO Act, which sought to clarify the role and obligations of the NRC Chairman.
