The article explores evolving Federal Communications Commission (FCC) policies regarding Voice over Internet Protocol (VoIP) that could affect game developers. The article explains that as multiplayer games continue to support VoIP and chat to enable real time player-to-player communication capabilities, and FCC policies evolve, game developers have the potential to become subject to regulations that require VoIP providers to offer 911 capabilities, to enable federal wiretapping and to contribute toward the universal service fund.
