International Trade Commission Year in Review

While it seems obvious to say that 2020 was an unusual year, in other ways it was entirely ordinary.  Domestic industries continued to file new – in fact, many – import injury petitions at the U.S. International Trade Commission (ITC), the ITC continued to initiate and hold sunset review proceedings, and parties continued to file appeals at the U.S. Court of International Trade that the ITC actively defended.  This paper briefly explores how the ITC’s work in 2020 changed and identifies several cross-cutting issues that have arisen in the normal course.
