As part of the Afghanistan Transitional Commercial Law Project, a pro bono initiative by the American Bar Association and the Center for International Management Education that helps the Afghan government rebuild its commercial legal system which has been destroyed as a result of over two decades of internal and international conflict, Partner Stephen Stein has successfully worked with the Afghan government in drafting a new Private Investment Law and a new Hydrocarbons Law. As previously reported, Mr. Stein served as the leader of the Foreign Private Investment Law Team, which was responsible for preparing draft legislation for foreign and domestic private investment as well as for investment in the oil and gas sector. Steve and a colleague worked closely with Afghanistan’s Ministry of Commerce and the Ministry of Mines and Industries in drafting the laws, which were recently enacted. This is the culmination of a process that went on for nearly three years and resulted in four trips to Kabul.
