Partner David Hartquist Quoted in a Steel Business Briefing Article Regarding U.S. Trade Case Filings
February 17, 2009
David Hartquist, chair of the International Trade practice, was quoted in a Steel Business Briefing article titled, “Chinese OCTG Most Likely Target of U.S. Trade Cases this Year.” The article covered speculation regarding the likelihood of a U.S. trade case being brought over the alleged dumping of Oil Country Tubular Goods (“OCTG”) from China. OCTG imports from China increased in 2008 and reached a high in the fourth quarter, accounting for 64 percent of all OCTG imported into the United States.

Mr. Hartquist commented on possible U.S. trade case filings and noted, “2009 or 2010 is the question,” adding that it takes some time for injury from dumped imports to develop, “but when filed, the cases will show severe injury of a kind the ITC has not seen in years.”
