Partner David A. Hartquist Quoted on WTO Case with China Over Steel Duties

Partner David A. Hartquist was quoted in the Inside U.S. Trade article "U.S. To Seek WTO Compliance Panel With China Over Duties On GOES." The article discusses the U.S.'s decision to take up arguments by domestic grain-oriented electrical steel (GOES) producers that although China has lowered some duties, their actions have not been sufficient to bring them into compliance. Mr. Hartquist, who is representing Allegheny Ludlum in the case, said that in recalculating the duties China still failed to provide information proving the relation between GOES imports and injury to the Chinese industry, and thus lacks what is necessary for the new compliance proceeding.
