Lighthizer and his colleagues from Canada and Mexico announced that they planned to not attend the latest round of negotiations, lowering expectations for any breakthroughs in Mexico City. "If the ministers don't show up, it means the difficult, contentious issues won't be taken up and resolved," Bill noted.
