Partner Bruce Kraus participated on a panel discussion on “Proposals to Extend OIRA Review to Independent Agencies” at the 9th Annual Administrative Law and Regulatory Practice Institute: Critical Issues in Regulation.

The panel discussed extending OIRA review of rulemaking to independent agencies. Panelists discussed the merits of recently proposed legislation to explicitly authorize such OIRA review in the context of the broader debate regarding the relationship between the president and independent regulatory agencies, and related topics included judicial review of agency cost-benefit analysis. Connor Raso moderated and the other panelist who joined Mr. Kraus included Brian Callanan, William Eskridge, Jr., Michael Fitzpatrick, and Eugene Scalia.
