The 110th Congress: Complying with the New Rules in the New Ethics Environment

In the first 100 hours of the 110th Congress, the House of Representatives overwhelmingly passed the most substantial changes to ethics and lobbying rules since the reforms enacted in the wake of the Watergate scandals of the 1970’s. The Senate is currently debating similar ethics legislation and is expected to pass a bill within the next two weeks.
