experience in the field of federal, state, and local government procurements.
Our capabilities include work on virtually every type of government contract,
from major Information Technology systems acquisitions to matters involving small
service contracts and grants.
The federal government is a large and complicated market, characterized by a complex
matrix of statutes and regulations, made more challenging by political and media
scrutiny. Our attorneys are experienced in all phases of the federal government
contract legal process: solicitation, bid protest, award, performance, termination,
cost-performance, security considerations, approval prerogatives, export considerations,
and civil and administrative liabilities.
Our attorneys provide legal assistance in the state and local government arena,
from the preparation of non-disclosure agreements and teaming agreements,
executed prior to the submission of a proposal, to the negotiation of related
subcontracts with team partners and prime contracts with the states and local
governments throughout the United States. Through the use of electronic form agreements,
our attorneys can reduce the time and costs associated with the submission of
bids or proposals, and effectively provide advice on limiting a client's potential
liability exposure in connection with otherwise onerous RFP terms and conditions.
When disputes arise, we represent clients before agencies and in court proceedings
at every step of the procurement process. Our attorneys advise clients
regarding problems with and approaches to government solicitations, bidding and
negotiation issues, changes, defaults, terminations by the government, warranty
and products liability issues, cost accounting issues, Buy American problems,
novations, subcontracting, contract claims and disputes, debarment and suspension,
procurement integrity issues, and criminal investigations. We have handled complaints
against government agencies at the General Accounting Office, cases
before the various Boards of Contract Appeals, and numerous and
varied cases litigated in state and federal courts, including the United States
Court of Federal Claims and the United States Court of Appeals for the Federal
Circuit. In one case, we represented a mid-sized technology company before
all three branches of the federal government in connection with a court-monitored
government contract arising out of a prominent political scandal.

identification for the State of California, and electronic traffic light monitoring
for several major U.S. cities.
