CIT Judge Jane A. Restani sustained in part and remanded in part Commerce’s 19th anti-dumping duty administrative review, mostly upholding the department’s determination of tariffs on garlic in a consolidated challenge by a group of Chinese trading companies led by plaintiff Shenzhen Xinboda Industrial Co.  Mr. Coursey, Mr. Herrmann, and Mr. Morey argued on the side of Commerce.
