On October 22, 2009, the FCC released a notice of proposed rulemaking (NPRM), and requested comments on six proposed network neutrality rules and a number of topics relating to the challenge of preserving a “free and open” Internet. Although the Commission does not make any tentative conclusions, the tone of the NPRM – as well as the Democratic majority that supported it – suggests that the Commission will indeed implement some network neutrality regulations.
