Bill Klinefelter is a consultant to the Government Relations and Public Policy and the International Trade and Customs practice groups. Drawing on more than 25 years of experience helping organizations achieve major policy initiatives, Mr. Klinefelter helps clients develop strong advocacy strategies and forge strong working relationships to create change.
Mr. Klinefelter uses a multifaceted approach towards resolving client concerns and achieving client goals. He creates and implements political advocacy campaigns, helps organizations craft crisis communications plans, develops persuasive messages, utilizes or builds grassroots networks, creates coalitions and builds strategic alliances. He has particular experience building working partnerships and alliances that address international trade, environmental, pension and economic concerns. Mr. Klinefelter advocates on behalf of his clients before the U.S. Congress and before federal agencies including the Commerce Department, the Office of the U.S. Trade Representative, Environmental Protection Agency and the International Trade Commission (ITC). Additionally, Mr. Klinefelter advises clients on compliance with environmental regulations including Occupational Health and Safety, Clean Air Act and environmental remediation.
Mr. Klinefelter appeared on numerous radio and television programs, both local and national, including: C-SPAN, Larry King Live on CNN, and The Diane Rehm Show on NPR. Mr. Klinefelter has written letters to the editor and op-ed articles on various issues, which have been published in the New York Times, Washington Post, and numerous local publications.

Representative Experience
Served as legislative and political director for an international trade union with more than one million members.
Led successful grassroots policy initiative, which generated more than 20,000 letters to Members of Congress in support of a single policy initiative.
Appeared before the House Committees on Ways & Means and Energy & Commerce and the Senate Committees on Environment & Public Works and Finance.
Environmental
Assisted in the development of numerous environmental legislative acts, including the Alaska National Interest Lands Conservation Act, the Clean Air Act Amendments of 1990, the Drinking Water Act Amendments of 1996, and the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), more commonly known as Superfund.
Partnered with the National Commission on Energy Policy to lay the groundwork for the first legislation on climate change, which included a cap-and-trade proposal.
Assisted the Clean-Air Coalition during the 10 year effort to reauthorize the Clean Air Act. At the conclusion of the passage of legislation, Mr. Klinefelter was recognized by the Canadian environmental movement as one of the ten important people in North America in the acid rain debate.
Served as a mediator on behalf of an organization created by companies involved in the cleanup of Superfund sites.
Partnered with environmental groups to establish a coordinated media strategy related to certain policy initiatives.
Testified before Congressional committees on a variety of labor and environmental topics.
Participated in a delegation of an international trade union representatives that visited Japan to discuss environmental issues.
International Trade
Led successful grassroots policy initiative, which spanned two years and involved a strategic public relations effort, testimony before Congress and the ITC, and numerous rallies. The initiative was successful in 2000, when the Bush administration implemented Section 201 tariffs.
Testified before the ITC regarding the impact of certain imported goods on the domestic industry.
Represented an international trade union at the Organization for Economic Co-operation and Development (OECD) meetings on global steel in Paris.
Led a delegation to Mexico to examine the ramifications for Mexican workers of the North American Free Trade Agreement.
