Robert Aamoth is a partner in the firm’s Washington, D.C. office and chair of the Telecommunications practice group. He practices primarily in the area of telecommunications law, with particular experience in U.S. and international common carrier regulation, the antitrust aspects of telecommunications and appellate litigation. Mr. Aamoth works to ensure that the firm’s legal resources are used efficiently to provide, on a “one-stop-shopping” basis, the full range of legal and regulatory services needed by U.S. and overseas telecom carriers with business interests and operations in the U.S. market.

Mr. Aamoth represents a broad array of foreign telecommunications carriers regarding their entry into the U.S. market, including the standards and procedures for obtaining telecommunications service and submarine cable licenses from the Federal Communications Commission (FCC) as well as compliance with FCC rules and policies. He assists foreign telecommunications carriers in obtaining national security clearances from U.S. government agencies in connection with mergers, acquisitions and FCC applications, including representation before the Committee on Foreign Investment in the United States (CFIUS).

Mr. Aamoth is experienced in negotiating National Security Agreements, or risk mitigation agreements, with the U.S. government agencies that have responsibility for U.S. national security interests in connection with transactions and FCC applications. He also is experienced in helping foreign telecommunications carriers establish standards and procedures to comply with such agreements.

Mr. Aamoth participates in numerous federal and state proceedings, both in court and before regulatory and legislative bodies, on behalf of competitive local exchange carriers as well as other U.S. and foreign-affiliated telecommunications carriers. He is experienced in virtually all facets of U.S. common carrier regulation, including hands-on involvement with the laws and policies regarding intercarrier compensation, interconnection, universal service, Voice Over Internet Protocol and other IP-based services, and network unbundling.

In addition, Mr. Aamoth has substantial experience assisting U.S. and foreign telecommunications carriers in drafting and negotiating telecommunications agreements of many types, including operating agreements, interconnection agreements, IRU agreements, capacity leases, collocation agreements, master service agreements and submarine cable supply agreements.
