Paul Madison is a partner in the firm's Washington, D.C. office. He focuses his practice on information technology, outsourcing and telecommunications matters.

Mr. Madison represents companies that wish to engage providers of information technology, telecommunications and outsourcing services, and also represents the providers of these services. He has negotiated hundreds of IT service agreements, including complex systems integration projects with multiple service providers, application service provider agreements, enterprise software licensing arrangements, Web hosting agreements, and software development and maintenance agreements. His experience includes negotiating significant agreements with some of the foremost information technology and telecommunications services providers.

Mr. Madison has extensive experience handling complex, high-profile outsourcing arrangements. From negotiating a global services agreement for a multinational computer technology and consulting corporation, to negotiating a channel services agreement for one of the world's largest consulting firms, Mr. Madison has the experience to help clients achieve the best solutions to their outsourcing challenges. He has represented clients throughout the total life cycle from the Request for Proposal or Request for Information stage, through contract signing. Clients regularly request his continued representation for post-signing issues, including "transitioning back" and "ramping down" outsourced services.

Mr. Madison has unique insight into the legal, business and regulatory issues facing telecommunications customers and service providers. He has assisted customers in negotiating favorable telecommunications service agreements with all major service providers, including for wireline, wireless, data and satellite services. Mr. Madison's practice in the wireless industry encompasses a wide variety of matters before the Federal Communications Commission (FCC), state public utility commissions and the federal courts, including matters involving radio common carriers, commercial mobile radio service providers, wireless equipment manufacturers, competitive local and long distance companies, fixed service providers and private radio operators. Over the years, Mr. Madison has drafted and obtained grant of thousands of applications for licenses to conduct wireless operations, including cellular, broadband PCS, paging, 800 and 900 MHz SMR, narrowband PCS, 220 MHz, satellite and experimental. He was the principal author of the petition for rulemaking that is at the center of the FCC's millimeter wave proceeding, which established entirely new fixed wireless services operating above 70 GHz. He also was active in the proceeding that established the auction and operation rules for the 1670-75 MHz band.

Mr. Madison regularly speaks on legal topics related to information technology, security and privacy, Web hosting, wireless and telecommunications, including speaking at the ISPCON, Enterprise and Public Wireless LAN Symposium in Northern Virginia.
