Mr. Vaughan has significant experience handling regulatory, transactional, corporate, commercial and legislative matters for virtually every type of entity involved in aviation, including domestic and foreign passenger and all-cargo airlines, air freight forwarders, shipper groups, airport authorities, general aviation and aircraft manufacturers. His experience also includes the representation of corporations before agencies regulating international trade matters. He provides advice regarding enforcement, export licensing and embargo-related issues.
Mr. Vaughan has negotiated major contracts on behalf of airlines with some of the world's largest all cargo airlines. He has represented a major European aircraft manufacturer in its international commercial affairs.
Mr. Vaughan's experience extends to matters pertaining to airport access issues, and he has represented clients in numerous regulatory and judicial proceedings in these areas. These matters have involved airport use agreements, facilities leases, environmental problems, landing fee disputes, noise issues and airport administration.
Mr. Vaughan regularly deals with and monitors the Department of Transportation, Federal Aviation Administration, State Department and other government agencies involved in the regulation of aviation.
Prior to joining the firm, Mr. Vaughan was assistant general counsel to the Department of the Army.
