Mr. Lessard has advised clients on a wide array of international trade issues, focusing on antidumping and countervailing duty proceedings before the U.S. Department of Commerce. Other trade-related areas in which Mr. Lessard has experience include: customs matters before the U.S. Customs and Border Protection; matters before the Office of the U.S. Trade Representative; dispute settlement proceedings before the World Trade Organization; briefing and arguing cases before the Court of Appeals for the Federal Circuit, the Court of International Trade and binational panels pursuant to Article 1904 of the North American Free Trade Agreement.
Prior to joining Kelley Drye and throughout law school, Mr. Lessard served as a senior economic consultant with Georgetown Economic Services, where he assessed potential antidumping and countervailing duty cases and assisted in carry out. His professional experience also includes three years conducting countervailing and antidumping duty cases as an import compliance specialist in the Office of Countervailing Duty Investigations, U.S. Department of Commerce.
Representative Experience
Prepared and executed successful countervailing duty cases on goods imported from Argentina, Belgium, Brazil, China, France, India, Italy, Korea and Turkey.Defended a coalition of U.S. producers against demand by U.S. Customs and Border Protection for repayment of more than $38 million received under the Continued Dumping and Subsidy Offset Act in connection with antidumping and countervailing duty orders against imports from Canada and Mexico.
Assisted in the representation of U.S. stainless steel producers in section 129 proceeding before the Commerce Department and appeal before the Court of International Trade.
Represented the U.S. Copper and Brass Fabricators Council in a section 332 proceeding before the U.S. International Trade Commission.
Drafted studies identifying industrial policies and support measures implemented by the Chinese government to support key industrial sectors and assessing the effects of such policies and subsidies on industries in the United States.
