Avonne Bell is an associate in the firm’s Washington, D.C. office. Her practice focuses on telecommunications and technology matters. Prior to joining Kelley Drye, Ms. Bell was a Senior Manager of Government Affairs at the Telecommunications Industry Association (TIA). She advised TIA member companies, information and communications technology (ICT) manufacturers, on legal and policy matters that could impact their product and service offerings and worked with them to develop industry consensus positions and policy strategies. Ms. Bell represented these entities before Congress, federal agencies, and international bodies regarding ongoing legislative or regulatory activities. Her portfolio included communications accessibility, cybersecurity, intelligent transportation, and the Internet of Things.

During law school, Ms. Bell served on the inaugural editorial board for the Federal Communications Bar Association’s Federal Communications Law Journal at GWU Law School. Ms. Bell also held a number of internships positions including with the FCC’s Wireless Telecommunications Bureau, TIA, T-Mobile, and Google. She has also served as a Legal Fellow in the FCC’s Office of General Counsel 

Before law school, Ms. Bell worked with the consulting firm Booz Allen Hamilton as a telecommunications and homeland security policy analyst. She supported the Department of Homeland Security’s (DHS) National Programs and Protectorate Division by preparing reports for the President’s National Security Telecommunications Advisory Committee on matters including network security practices, cybersecurity, and identity management. Ms. Bell was also responsible for analyzing state and federal execution of National Emergency Communications Plan milestones and drafting the DHS Biennial Report to Congress on Emergency Communications.

Ms. Bell is admitted only in Maryland. She is practicing under the supervision of principals of the firm who are members of the D.C. bar.
